AURORA, Colorado: University of Colorado officials have faced questions about whether the suspect in last week's shooting rampage tried to warn a psychiatrist about his plan up to a week before the incident.
The questions arose after Fox News reported that the shooting suspect, James Holmes, a graduate student, had posted to a university psychiatrist a detailed journal that foreshadowed a gun-blazing massacre - in a package that was not opened before the killings.
University officials declined to provide details about a package seized from the campus by police on Monday, other than to say that campus mail was delivered promptly and no parcels would sit for a week in the university's mail room.
On Wednesday The Denver Post quoted an unidentified law-enforcement official as confirming that Mr Holmes had mailed a notebook to the psychiatrist. The official told the paper he did not know what it contained.
University officials and representatives for local and federal law enforcement agencies did not dispute the reports of Mr Holmes's journal. They said a judge's order prevented them discussing the investigation.
''We are not allowed to discuss anything,'' said an Aurora police spokesman, Frank Fania.
Phone calls to the university psychiatric clinic were directed to a university spokeswoman, Jacque Montgomery, who declined to discuss the package or the identity of the sender.
The university has confirmed that two buildings on campus had been evacuated on Monday in a search involving two suspicious packages.
Early on Monday investigators using robots and bomb-sniffing dogs searched the main campus administration building for more than four hours after a package had been discovered slipped under the door of a faculty member.
This building houses the medical school, public health school and the outpatient psychiatric clinic.
Later that day, the university said, another suspicious package arrived through the central mail system at the campus services building, which was then evacuated and searched.

Pakistan ambassador Jamil Ahmed Khan has extended career-counselling for the brightest of Pakistani students reserving first working day of the month for an advisory chat over a cup of tea.
He made the announcement while addressing a ceremony organised at the embassy on Monday to present commendation certificates to 32 bright young UAE-based Pakistani students enrolled in various schools in the UAE, who clinched top positions in the Islamabad board’s matric exams and Cambridge exams held in the country.
The ceremony drew a jolly crowd comprising students, proud teachers and happy parents.
Khan, who is the patron-in-chief of all Pakistani schools in the UAE, congratulated the high scorers for bringing joy and pride to the community and the nation and praised the parents and teachers for providing the enabling environment for the young minds to excel.
The envoy cited examples from South Korea and recalled how enhanced school enrolment in the country led to the making of knowledge economy with higher per capita output. “Knowledge economies all over the world are propelled forward by their brightest, like the ones we have in our midst today,” Khan added.
He termed education as the best remedy to cure the menace of extremism and terrorism, plaguing the world peace and security.

This building houses the medical school, public health school and the outpatient psychiatric clinic.
Later that day, the university said, another suspicious package arrived through the central mail system at the campus services building, which was then evacuated and searched.
In both cases, officials said at the time, the packages posed no threat to safety on campus.
But the Fox News report said the search yielded Mr Holmes's journal, which contained sketches of stick-figure attackers carrying guns and mowing down other stick people with a hail of bullets.
The sources cited by Fox said the package with the journal had been sent to the mail room on July 12, eight days before the rampage Holmes is accused of at the Aurora Century 16 movie theatre. The attack left 12 dead and dozens injured.
The Denver Post quoted university officials as saying one of the suspicious packages investigated on Monday had been delivered to campus by the US Postal Service on the same day.
Mr Holmes's mother has confided deep concerns about her son's isolation over the years and sought counselling for him, family friends have told The Denver Post.
The university said on Wednesday that all mail received from the US Postal Service was delivered promptly to the intended recipient once it arrived in the campus mail room.

“A Scam!” - While this hotel is clean, I would NOT recommend staying here, especially if you need to rely on taxis for transportation. First, we asked for three days in a row for the drain in the bath/shower to be unclogged, which was never done. Standing in inches of water while taking a shower is not my idea of fun. Much worse however, was the scam the hotel seems to be running regarding taxis and car service. The last night of my stay, I requested an early morning cab to go to the airport. I was told it would be taken care of. Shortly after, the front desk called my room, asking if I wouldn’t prefer a town car. I was told this was suggested because the cab drivers had been adding extra distance to rides to drive up the cost of the fare. Since I had taken a cab from the airport to the hotel, I had a sense of the cost, and felt confident that I could be firm with the cab driver, especially since the cost of the town car was quoted at $10 more. The next morning, I showed up in the lobby at 4:45 am for my cab. The person at the desk informed me that no cab had been called, that ‘cabs don’t work that way’ here, and strongly suggested (again) that a town car be called, since that was the only way to be sure of a quick arrival. The price this person quoted me was now $5 more than a cab ride, and feeling desperate, I agreed. Once in the town car, I asked the driver if there was any arrangement with the hotel to pass along part of the fare to the hotel. He acknowledged that there was. I believe this is reprehensible. I should add that the three times I took a regular cab in Houston, the service was prompt and pleasant.Stayed July 2008

“Business trip to Houston” - Rooms are nice and clean, but the beds are a bit hard and the AC unit (and in houston, you will need that running) is a bit loud. The common areas like the hallway and the lobby were very warm, not quite as warm as it was outside, but the AC was clearly not being used in those areas. Breakfast was good, staff nice and helpful, not a bad place to stay, but could have been a bit better.
“So comfy!!” - I really liked our stay at this hotel this weekend. The front desk lady was very nice, treated us with courtesy and respect. Everything was hassle free. The beds, pillows and comforters were nice, soft and comfortable. Our room was quiet and we were able to sleep well. The continental breakfast was very nice, waffles, fruit, cereal, yogurt, eggs and sausage. I would recommend this hotel to anyone.
Liked — Friendly atmosphere and comfortable bed, Close to nice restaurants
Disliked — Nothing
“Wonderful stay” - Stayed here for 4 nights during the NCAA tournament. Located about 1/2 mile (easy to walk) from Reliant Stadium. Suite was very comfortable and the flat screen tv in the living room was awesome.
Breakfast was generally good. Waffle bar, juice, pastries, yogurt, oranges and apples. Egg and sausage was mediocre.
Two computers, a printer, and a fax machine in an alcove off the dining room.
Customer service was great. Had a small problem with the mini-fridge and maintenance came within 5 minutes.
Only issue would be the air conditioner unit in the bedroom. Light sleepers might find it noisy.
Liked — location
Disliked — noisy air conditioner but not a big problem
Stayed March 2008, traveled with friends
“Decent accomodations” - The room was clean, and I had no issues with my stay.

Fake invoice fraud on the rise in Sweden: report (3 Jan 12)

“The real problem is that there is no experience among local police stations across the country to investigate this properly. There is no organized or functioning cooperation between different agencies, which is remarkable,” said public prosecutor Tord Josefsson to news agency TT.
Josefsson has recently appealed a billing fraud verdict in Helsingborg, in southern Sweden, and is set to discuss these issues with minister for justice, Beatrice Ask, on Wednesday. According to Josefsson, harsher legislation is not the answer to the increasing problem.
He told TT that longer sentences are not the answer, as the maximum penalty for economic crime is five to six years but that it is unusual for courts to give out sentences this long.
“That courts sentence fraudsters to this long sentences is very uncommon. It really only occurs when the activity is seen as particularly menacing to society,” Josefsson told TT.
Ask, however, told TT that the police and courts need to look closer at this kind of crime.
”It is developing at an alarming pace and is becoming a huge problem. Fake bills have become a major source of income for organized crime,” Ask said.
Although the rules need to differ between individuals and small businesses, it is vital that there are clear guidelines in both cases, according to Ask.
”It’s not all about giving out harsher sentences but also to see on a larger scale what problems there are. Maybe one also needs to question whether the current legislation is adequate,” Ask told TT.

In today’s economic climate, who will help you protect your company and your clients from the devastating impact of fraud?
Fraud can creep into your business in a number of ways.
You may find you need an objective expert to deter potential problems, investigate allegations or provide resolution.
A Certified Fraud Examiner (CFE) offers anti-fraud knowledge and skills you need to:
• Investigate allegations against one of your employees
• Recommend strong anti-fraud internal controls
• Conduct interviews related to sensitive issues
• Provide assistance with financial dispute resolution
• Resolve irregularities discovered during your company’s audit
• Provide expert testimony on financial and investigative matters
A Unique Set of Skills
Fraud Examiners have a unique set of skills that are not found in any other discipline; they combine knowledge of complex financial transactions with an understanding of law, criminology, investigation and how to resolve allegations of fraud.
CFEs work in a variety of disciplines including accounting, auditing, fraud investigation and security, as well as in different industry segments including government, healthcare, financial services, manufacturing and retail distribution.
CFEs are knowledgeable in four areas critical to the fight against fraud:
• Fraudulent Financial Transactions
• Criminology & Ethics
• Legal Elements of Fraud
• Fraud Investigation
Reduce Fraud Risks and Costs
Heightened fraud awareness, combined with new laws and regulations, has increased the already growing demand in the workforce for professionals who are highly skilled at deterring, detecting and investigating fraud.
CFEs have the ability to:
• Identify and reduce opportunities for fraud
• Implement effective anti-fraud controls
• Continuously improve anti-fraud measures based on new risks and technologies
• Educate employees to deter fraud and report wrongdoing
• Resolve allegations or suspicions of fraud
• Assist in the recovery of fraud losses
Experience and Integrity
The standards for CFE certification are set by the ACFE’s Board of Regents, who are elected by CFE members and drawn from the most experienced members of the profession. CFE candidates must hold a Bachelor’s degree from an accredited institution and posses two or more years of professional experience in a field related to fraud deterrence and detection.
The CFE Exam is a rigorous process, testing the knowledge of candidates in all areas of fraud examination. CFEs are required to acquire at least 20 credit hours of continuing professional education each year to ensure that they remain informed, empowered and educated.
Code of Ethics
As leaders who inspire public confidence in the integrity and objectivity of the profession, CFEs adhere to the Certified Fraud Examiners Code of Professional ethics.
The code includes:
• Commitment to professionalism
• Diligence in performance
• Avoidance of conflict of interest
• Testifying truthfully and without bias or prejudice
• Complete confidentiality
• Revelation of all material matters discovered during an examination
• Continued effort to increase the competence and effectiveness of professional services performed under his or her direction

The Swedish government want to increase penalties for issuing fake bills and have appointed a committee to look into the growing problem of billing fraud in Sweden.

Fake invoice fraud on the rise in Sweden: report (3 Jan 12)
‘Wheelchair man’ jailed for four years for fraud (10 Dec 11)
